Master In Public Policy (MPP)


The two-year full-time Master in Public Policy (MPP) programme provides rigorous training for a strong foundation in policy analysis, programme evaluation and management. It is designed for young professionals with up to 5 years of work experience, to meet the demand for skilled policymakers and analysts in the public, private or not-for-profit sectors.







2 to 5 years of work experience is preferred. Candidates should demonstrate maturity and commitment towards the public service. Proficiency in written and spoken English is a must.

The selection procedures are stringent as the programme is an intensive professional course of study leading to positions of responsibility.


To be considered for the Master in Public Policy programme, you must have either:

  • • A National University of Singapore degree with at least 2nd-class honours, upper division or an equivalent degree, such as a 4-year Bachelor degree with an average grade of B or better
  • • A good Bachelor degree

Other qualifications and experience may be accepted subject to approval by the NUS Board of Graduate Studies. Applicants should preferably have some background in economics and mathematics.

Please note that meeting the minimum requirements do not imply automatic admission into the programme.

Standardised Test Scores

TOEFL /IELTS is mandatory for all applicants except those with Bachelor’s degree conducted entirely in English.

While the Admissions Committee does not set minimum scores for admissibility, experience suggests that successful applicants usually achieve or exceed the following scores:

Course Outline

MPP students will be required to achieve 64 Modular Credits and a Cumulative Average Point (CAP) of minimum 3.0 to graduate. You need to complete the following:

  • • 9 Core modules
  • • 5 Elective modules in a chosen Specialisation
  • • 4 Elective modules

You may opt to graduate without a Specialisation.

Cross-Faculty Modules

Students may also register for a maximum of 3 Elective modules offered in other postgraduate programmes, such as Business Administration, Economics, Political Science and Southeast Asian Studies.

Fee amounts quoted here for International Students are inclusive of prevailing GST. International Students will have to bear the prevailing GST (currently 7%) levied on the fees payable by them.

* Students who have previously enjoyed government subsidy or sponsorship by a Singapore government agency (such as scholarships offered by the Ministries, Public Service Commission and Statutory Boards) in a graduate programme will not be eligible for Ministry of Education (MOE) subsidy in another graduate programme at the same or lower level. Instead, such students will be liable to pay “Non-Subsidised Fees”, inclusive of prevailing GST. For example, students who had previously enjoyed subsidies/scholarship in a Master programme and had attained the Master degree will not be eligible for subsidies in another programme at Master or lower level.

Unless you are on a full scholarship, you should ensure that you have sufficient funds to cover the costs of your travel from your home country to Singapore and return, accommodation in Singapore and other living expenses. While all students are eligible to join the School’s medical insurance plan, a co-payment element is applicable. You are advised, therefore, to make provision for medical expenses. Funding your Studies

The LKY School offers a number of merit-based scholarships. Some of our students also rely on student loans as part of their financing strategy, while others are able to secure funding from outside sources. These include private charitable foundations, their employers, the government in their home countries, or professional associations and organisations.

  • • Tuition fees, medical insurance fees, examination and other approved fees
  • • A monthly stipend throughout the period of the award (Applicable only for Scholarship Recipients)
  • • A one-time book & settling-in allowance
  • • Shared housing at College Green – Dunearn Road Hostel
  • • Cost of travel from home country to Singapore.
  • • Cost of travel from Singapore to home country upon the successful completion of the programme.

Not all the awards will be made unless there are candidates of sufficient merit. Scholars may not concurrently hold any other scholarship, fellowship or award without the prior approval from the School.


Scholarship applicants must have good academic and professional records. They must demonstrate leadership potential and a desire to contribute to public service.
