Master In Public Administration (MPA)

Introduction

The one-year full-time Master in Public Administration (MPA) programme prepares students for senior management roles in the public sector. It provides an intensive, interdisciplinary course of study for professionals who wish to work on increasingly complex issues shaping national, regional and global policies and projects.

Qualified MPA students have the opportunity to pursue a double degree, either with NUS Law School or NUS Business School.

Applicants should have attained a mid-level managerial position in their career. They aspire to management roles and demonstrate commitment towards public service. Proficiency in written and spoken English is a must.

Eligibility

To be considered for the Master in Public Administration programme, you must have either:

  • • A good NUS honours degree (second class and above) or equivalent (e.g. a four-year Bachelor degree with at least an average grade of B or equivalent), and a minimum of five years of relevant work experience; or
  • • A good Bachelor’s degree and a minimum of five years of relevant work experience.

Other qualifications may be accepted subject to approval by the NUS Board of Graduate Studies.

Please note that meeting the minimum requirements do not& imply automatic admission to the programme.

Standardized Test Scores

TOEFL /IELTS is mandatory for all applicants except those with Bachelor’s degree conducted entirely in English.

Applicants must submit an online application. The following documents (in soft copies) are required when submitting an application.

MPA students will be required to complete 40 Modular Credits and obtain at least a Cumulative Average Point (CAP) of minimum 3.0. You need to complete the following:

  • • 4 Core modules
  • • 2 Elective modules from the Public Management & Leadership Specialisation area
  • • 4 Elective modules
  • • Governance Study Project

Governance Study Project

MPA students will have to undertake the Governance Study Project (GSP), a year-long team-based module. Consisting of a study trip at the end of the first semester, and a final conference at the end of the special term. The GSP connects the beginning to the end of the MPA degree programme, requiring students to apply the knowledge and skills learnt in each module. Through projects that are real public problems in the region, students will acquire skills related to analysis of complex managerial problems, basic research, and writing and other presentational modes. The GSP also aims for students to develop higher emotional intelligence, team building and a strong sense of cohort.

Cross-Faculty Modules

Students may also register for a maximum of 2 Elective modules offered in other postgraduate programmes, such as Business Administration, Economics, Political Science and Southeast Asian Studies.

Fee amounts quoted here for International Students are inclusive of prevailing GST. International Students will have to bear the prevailing GST (currently 7%) levied on the fees payable by them.

* Students who have previously enjoyed government subsidy or sponsorship by a Singapore government agency (such as scholarships offered by the Ministries, Public Service Commission and Statutory Boards) in a graduate programme will not be eligible for Ministry of Education (MOE) subsidy in another graduate programme at the same or lower level. Instead, such students will be liable to pay “Non-Subsidised Fees”, inclusive of prevailing GST. For example, students who had previously enjoyed subsidies/scholarship in a Master programme and had attained the Master degree will not be eligible for subsidies in another programme at Master or lower level.

Funding your Studies

The LKY School offers a number of merit-based scholarships. Some of our students also rely on student loans as part of their financing strategy, while others are able to secure funding from outside sources. These include private charitable foundations, their employers, the government in their home countries, or professional associations and organisations.

Scholarships

Scholarship applicants must have good academic and professional records. They must demonstrate leadership potential and a desire to contribute to public service. Not all scholarships will be awarded unless there are candidates of sufficient merit. Scholars should not concurrently hold any other scholarship, fellowship or award without the prior approval from the School.
